CONFIDENTIAL.

Having received through the courtesy of Governor Hongkong

statistics of munitions passing through Colony for period up

to December 25th I could not resist temptation of mentioning

privately and confidentially to Vice-inister for Foreign

Affairs that Germany and Italy between them were responsible

for no less than 83 per cent of total figure. I thought His

Excellency received the news with almost as much satisfaction as

I imparted it.
